STATEMENT BY THE PERMANENT REPRESENTATIVE OF TURKEY ON THE SITUATION IN AFGHANISTAN

Mr. President,




Allow me to thank the Permanent Representative of Afghanistan for his statement. We welcome the successful completion of the consultations led by the German delegation on the draft General Assembly resolution on the Situation of Afghanistan. We look forward to its adoption once again by consensus in the coming days. We deem this comprehensive draft resolution very important since it highlights the achievements and guidelines the future efforts and responsibilities of both Afghanistan and the international community. We will have the opportunity to review the progress regarding the issues reflected in this draft resolution, on incoming important occasions regarding Afghanistan, such as the Fifth Ministerial Conference of the Istanbul Process, NATO Warsaw Summit and Brussels Ministerial Conference on Afghanistan.




Mr. President,




Afghanistan is continuing its journey of political, security and economic transformation. The achievements of the past 14 years, including in the fields of security, democracy, governance, economic development and human rights deserve to be applauded. Nevertheless, these achievements are not at a point of no return. There are also many challenges that need to be addressed. In order to maintain the achievements and to be able to build upon them, the international community’s continuing support to Afghanistan during the “Transformation Decade” is of utmost importance. We appreciate the role played by UNAMA in coordinating the efforts of the international stakeholders in Afghanistan. We hope that the international community will continue to support the efforts of UNAMA.




Furthermore, maintenance of security and stability in Afghanistan should remain a key priority. The stability of Afghanistan, and subsequently that of the region, will depend on improved security. The efforts towards a successful peace process remain to be an important element for lasting peace and stability in the country.




Mr. President,




We welcome the Afghan National Unity Government’s efforts in bringing into practice various reforms in the field of good governance with special emphasis on fighting corruption and rule of law. These reforms will undoubtedly enhance social cohesion in the whole country and help strengthening trust in the state structures. Another area where the Afghan Government has initiated an important process is the election reform. We expect the Parliamentary elections to be held following the completion of the relevant reforms which will further strengthen functioning of the democratic institutions.




Mr. President,




Many of the problems faced by the countries of the region such as terrorism, organized crime and illegal narcotics trade are of trans-boundary nature. Close cooperation among the regional countries is crucial in tackling these challenges. Therefore, we believe that the existing multilateral platforms should be used more effectively. In this regard, the Istanbul Process continues to stand as an effective cooperation model, capable of bringing practical solutions to the current challenges in the Heart of Asia region.




Mr. President,




Turkey will continue its support to the Afghan Government in its endeavors towards bringing peace, stability and prosperity to Afghanistan, as long as our help is needed. Turkey’s assistance to the Afghan people is the most comprehensive development aid program directed to a single country throughout its history. Within this aid program Turkey has completed more than 800 projects since 2004. This program will continue in the years ahead with a commitment of 150 million USD for the period of 2015-2017.




As a display of our commitment to the security of Afghanistan, Turkey is one of the four framework nations of the Resolute Support Mission. Turkey will continue its capacity building programs both within the NATO framework and on the bilateral basis towards Afghan National Army and Afghan National Police. Last but not least, Turkey will also continue its contributions to Afghanistan on the multilateral platforms, through the Afghanistan-Pakistan-Turkey Trilateral Summit Process and Heart of Asia - Istanbul Process.




Mr. President,




To conclude, I would like to underline that the international community’s continued commitment will strengthen the hopes of the Afghan people for a bright future. Turkey will always remain in solidarity with the Afghan people and will continue to contribute to a secure, stable and prosperous Afghanistan.
