Statement by H.E. Ertuğrul Apakan, Permanent Representative of Turkey to the UN, at the General Assembly on the Situation in Syria

Mr. President,
Thank you for convening this meeting.
We reaafirm our backing to Joint Special Envoy, H.E. Annan’s efforts. Turkey supports urgent, comprehensive and immiadiate implementation of all elements of the six-point plan.

Today’s briefings brought to our attention once again the gravity of the declining situation in Syria.

The continued violations and crimes against the Syrian people is in contravention of international law and the commitments under the 6-point plan endorsed by the Security Council in its resolutions 2042 and 2043.

The massacre committed on 25 May 2012 in El-Houleh was another crime against humanity and should constitute a turning point for the international community to take a bolder stance. Unfortunately, yet again we were appalled by the latest onslaught of violence occurred in Hama yesterday. It is the international community's responsibility to make sure that no impunity is granted to those who committed crimes. Our thoughts are with the people of Syria who have suffered far too much for too long.

Mr President,
The six-point plan built upon good will, is by no means an open-ended initaitive, and it must not be allowed to be exploited. We need to see visible, verifiable and indisputable change and cessation of violence on the ground. We will continue to support the initiatives and efforts deployed by the League of Arab States.

Mr. President,
Hundreds of thousands of Syrians are internally displaced and over a million people remain in need of urgent humanitarian help in Syria. The likelihood of all-out civil war with a worrying sectarian and ethnic dimension is more alarming than ever, just like the risk of a regional overspill of the crisis. These must be avoided at all cost. The international community must display its resolve to put an end to the cycle of violence and the deepeninig crisis in Syria and to take necessary additional measures to that effect.

Turkey will continue to work with the Syrian people and the international community towards ending further inhuman atrocities and destruction, and ensuring as soon as possible the establishment of democracy and stability in the country in accordance with the legitimate demands of the people.
