EXPLANATION OF VOTE BY TURKEY ON THE DRAFT RESOLUTION A/C.1/62/L.11 ENTITILED "REPORT OF THE CONFERENCE ON DISARMEMENT"

Mr. Chairman,

My delegation requested the floor to make an explanation of vote on the draft resolution A/C.1/61/L.11 entitled "Report of the Conference on Disarmament".

Turkey has been encouraged by the structured and substantive discussions that took place in the Conference on Disarmament in 2007. A momentum has been created and we hope that it will be possible to build on it. Turkey, as one of the countries who will assume the Presidency of the Conference on Disarmament next year, will spare no efforts in order to allow the CD to resume its negotiating role in 2008.

The draft resolution which has just been adopted by consensus includes this year again a reference to the question of expansion of the CD membership. As stated in the CD reports, to which this draft resolution pertains, the views of the Member States on this issue are reflected in the CD verbatim records.

In this respect, Turkey maintains the view that the question of expansion of the CD membership is not a priority at this stage and it should be addressed on a case-by-case basis, with due consideration to the contributions of candidates to international peace and security.

For this reason, the last preambular paragraph of the draft resolution should not be construed as a change in Turkey's well-known position on this question.
