Statement by Turkey on "The situation in Afghanistan" at the Security Council

Mr. President,

I would like to express our appreciation to the Special Representative of the Secretary General Mr. Tadamichi Yamamoto for his briefing and the Permanent Representative of Afghanistan, Ambassador Mahmoud Saikal for his statement.

We also thank the Secretary General for his comprehensive report.

Mr. President,

Addressing the challenges for the establishment of sustained peace, stability and security in Afghanistan remains central.

We were pleased that the temporary cease-fire announced in Afghanistan during Eid al-Fıtr was respected.

It was unprecedented and images from all over Afghanistan displayed the aspiration of the Afghan people for peace.

The civic movement of “peace tents” is also another display of the demand of our Afghan brothers and sisters for peace.

We, once again, call for cessation of violence.

Turkey continues to stand ready to contribute to Afghan-led and Afghan-owned peace and reconciliation efforts.

Access to education of Afghan women and girls is critical for the promotion of a culture of peace in the country. This has a central role in Turkey’s assistance efforts to Afghanistan.

Mr. President,

We take note of the findings of the Secretary General’s report vis-à-vis the efforts to ensure an inclusive and credible electoral process in Afghanistan.

The successful holding of the upcoming elections is important for all of our efforts in helping Afghanistan achieve stability, security and prosperity.

However, low and uneven turnout among provinces for voter registration is concerning.

We believe effective and swift measures should be taken to rectify this situation.

The fragmented political environment in Afghanistan is another point of concern.

We join the Secretary General in his call upon all Afghan political actors to act in unity and join efforts for holding credible elections and advancing the peace process.

Mr. President,

Enhancing collaboration among the countries of the region continues to be crucial.

That is why Turkey continues to contribute to regional cooperation efforts for Afghanistan.

We are co-chairing the Heart of Asia – Istanbul Process this year in line with our continued support.

During the Senior Officials Meeting of this Process, held in Istanbul recently in April, participating countries highlighted the need for reviewing the implementation of the confidence building measures.

We would also like to note the successful finalization of the Afghanistan Pakistan Action Plan for Peace and Solidarity.

We hope that the expeditious implementation of the Action Plan through working groups will help overcoming numerous challenges for the two countries.

Mr. President,

We cannot emphasize enough the need to consolidate the achievements of the last 17 years in Afghanistan.

This requires the sustained support of the international community to President Ashraf Ghani, the Afghan Government and people.

We commend UNAMA for its efforts in assisting the Afghan government and people in their endeavors for a stable, peaceful and prosperous Afghanistan.

In concluding, I would like to reiterate Turkey’s commitment to continue to stand by the Afghan people in their quest for a better future, as long as our help is needed.
